The cost of safety: as high as reasonably practicable? = El coste de la seguridad: ¿tan alto como razonablemente factible?

Discussions about safety are often little more than discussions about risk in disguise, in the sense that they tacitly assume that safety is the converse of risk or of danger. This may be correct in relation to the semantics of the two terms, for instance when risk is defined as the possibility of suffering harm or loss and safety is defined as the freedom from danger, risk or injury. But this relation is not necessarily a good basis for the practice of ensuring safety - nor for the practice of avoiding risks.
