An amendment making the Energy Performance Certificate (ECD) binding was adopted as part of the bill Grenelle 2, by the National Assembly on May 5. It has since been canceled by the joint committee. It was intended to provide the means to eliminate the non-serious ECD. Indeed, the quality and guarantees of performances estimated by the ECD are often criticized.
